The tower in this circle stands on the shore and serves as a signaling point for calling the Ferryman of the Styx, Phlegyas. The signal is a gush of flames out of the top of the tower. The signal is returned from across the river and Phlegyas arrives for his passengers.
Phlegyas ferries souls across the Styx, across the torment of the wrathful, to the walls of Dis.
Filippo Argenti was an enemy of Dante. Dante recognizes him in the dirty marsh and berates him for his evil ways. Other spirits hear this and torture him more in answer to Dante's disdain.

Circle 5 is a dirty marsh that traps the souls who violently attack each other. Under the marsh are the souls of the Sullen. They have shut out all light from their lives.
