The Vestibule is for Opportunists. These souls are neither good nor bad. They spend their punishment forever chasing a banner in the wind. Every time they are close enough to grasp at it, it changes directions and blows away. In addition to this chasing, wasps sting them, drawing blood on which the maggots that they run upon feed. Because these souls take no side (good or evil), they are given no definite place in the realm of Hell.
Dante: "The sighs, groans and laments at first were so loud, Resounding through starkless air, I began to weep..."
The banner represents the winds of change, never stopping, always constant.
The wasps and maggots represent the guilty conscious which pursues the souls that make no choice for good or evil.
After watching the tormented souls, Dante must cross the River Acheron to enter Hell. Charon is the ferryman who takes only the dead to the shore of Hell. The river Acheron separates the Vestibule from the circles of Hell.
